In 1993, James Q. Wilson (the American political scientist cited in the previous chapter) opened his book “The Moral Sense” with the insightful observation that two conditions must hold for a public scandal to occur: the event must be unusual (that is, relatively infrequent in occurrence), and it must be shocking (that is, counter to our norms and values). Wilson argued that the public pays little attention to frequent events, and that there is no scandal arising from infrequent but morally acceptable events.
